Not only can they not choose, but they are so unable to choose that they've decided to release it under the name "Tales of the Tomb Raider" in Australia and then change it to "Tale of the Tomb Raider" for its release in the US. The idea of making such a trivial and confusing adjustment to the title of a video game between launch in two different regions is what makes it so stupidly funny
