If you change your feudal contract to get fortification rights and become their steward you get cheaper buildings. I managed to do it in around 60 years.
You didn't mention accolades in this playthrough, so not sure if you utilized them, but the Reeve trait gives bonuses to income and there are a couple of others that give huge cuts to army maintenance costs. Did you spam all the holdings around the rivers with tradeports or just focus on building up Harrenhal and micromanage vassal income?
The second option, I think I stated it in the video, but the only time I built anything other than harrenhal itself was whilst harrenhal proper was improving

If you have the submods and you ameo a nee caracher in harrenhal and its valyrian you can do the challenge but complete it 1 year earlier

It's the mod itself! But they are random events - to be honest I got lucky with these ones. They can get quite deadly
