Cont...directly below the keyhole so if you insert the pick at the bottom and get it in the notch you simply slide the bar in the direction the pin goes same as the key with those cuffs I might wanna try putting a twist in that tip you can also bend the whole thing while it's on it's side so the pick itself would lie perfectly flat...you should be able to achieve this and it should easily move both bolts instead of sliding between them or under/over I've not tried this last mod...so?
Also if you bend a hair pin like this...stick the pin all the way to the bottom and bend it flat at 90° angle then insert the short ell all the way to the bottom and bend it again ... This should look like a step or a zig zag, down, short left, same short down, now insert it until you can get the short tip to lay flat on the bottom...this means the handle will be lying flat on the surface of the cuff. Now the double lock is just a bolt that slides perpendicular to the chain this bar has a notch
Thats the 1st time I've ever seen the dual locking bar, you should be able to by-pass the double lock pin by using sheer force and gravity I'll explain this with the cuffs on upside down though it's easier to explain...so now the pins are on the bottom and pushed upwards to the double locked position...know all you need to do is violently slam the cuffs down on what evers available and the pins will come down you can then precede to pick...now if the cuffs are put on properly simply reverse...
