What is My Hero Academia?
My Hero Academia is set in a world where about 80% of the human population has gained superpowers called "Quirks". Quirks vary widely and can be inherited. Among the Quirk-enhanced individuals, a few of them earn the title of Heroes, who cooperate with authorities in rescue operations and apprehending criminals who abuse their Quirks, commonly known as Villains. In addition, Heroes who excel on their duties gain celebrity status and are recognized as "Pro Heroes" (プロヒーロー, Puro Hīrō). Heroes are ranked in popularity, with higher ranking heroes receiving public appeal, although it is not uncommon for rookie heroes to gain popularity as well.
Initially the people who volunteered to do their heroic duties without permission were recognized as "Vigilantes". Students who have acted as vigilantes are not allowed to work as heroes due to Quirk restriction laws managed by the Hero Public Safety Commission. While the act of vigilantism is inherently illegal, the vigilantes themselves represent a gray area. The Hero Public Safety Commission originally enlisted vigilantes to do their dirty work until they became too organized for the vigilantes to properly deal with, so they abandoned the idea and instead focused on recruiting Pro Heroes. Some vigilantes wear costumes, but since they do not have access to support companies like heroes do, they are made out of regular clothes and everyday items.
There are two types of internships that offer the opportunity to become a Pro Hero. The first type is the Hero Agency Internships in which the Pro Heroes can send a request to students whom wish to work under them, such as in the aftermath of the Sports Festival. It involves a student shadowing a Pro Hero, listening to their advice, and watching them in action for a week. Since the students are unlicensed, they cannot legally work as heroes. The second type is the Hero Work-Study, where, after a student acquires a Hero License after passing the Provisional Hero License Exam, they are treated as real sidekicks, which allows them to participate in relief efforts during emergency situations. This also allows them to gain experience and can help them get noticed by other Pro Heroes who might hire them as full-time sidekicks once they graduate.

I would say uraraka is A tier, and S tier after her quirk awakening in the manga
This was a great list. Only thing I’d do is move Iida to A rank, and Jiro in B. Iida can move fast enough to keep up with Deku, and is really strong and he feels like he’s up there with Kirishima. As for Jiro, her quirk is really powerful, and we’ve seen her sound waves be able to block some powerful attacks. Also her quirk is strong enough to break a lot of ground like in the second movie which is canon.

Shoji should be A tier
idk the full capabilities of his quirk, but he could easily keep a distance, and stay at mid range attacking with his dulpi arms, his quirk is great for everything, including search and rescue, scouting, attack, and defending
tsuyu should be C
she’s on the same level as sero, her quirk isn’t really suited for attack, she’s very smart, and decent combat knowledge, but her weakness to cold, and although she has good mobility, it’s sorta outshined by sero, not to say she’s bad, she’s just more of a support hero
ojiro is C
just a tail, all he has is martial arts skills
tokoyami is s tier
only real weakness he has is light, and even that doesn’t stop him much unless his opponents quirk is light related, he’s incredibly good in search and rescue, and combat, dark shadow can also be used to support other heroes
I think Tokoyami isn't S tier, even tho his real weakness is just like, he can't also control his quirk in the darkness.
He is S tier if only he can control Dark Shadow in the dark. So with that, it just makes the ideal of him being an S tier and A tier so much controversial.
Momo, I think is B tier, in a well termed combat, Momo had some weaknesses, and is only best on support or technical/utility.
The one thing she is A tier is with her knowledge and wits, but most of the time, she lacks combat skills and experience unlike Ochaco or Tsu.
Heck even Jirou is much more stronger opponent than Momo.
Jiro should be in in rank B her scouting capabilities should be evaluated hire

Tail man could be moved down although he is a capable close combat type he isn't as versatile as Earphone Jack who given the chance could be a area suppression type with her sound wave attacks and she could also go close range

Shoji dupli-arms literally double the basic power he have, and shoji basic power is already a beast power so when he duplicate more arms the more power he gets and there is no limit for him to duplicate his arms, shoji deserve A tier

Great tier list and I expect characters like Kaminari and Toriyama to reach S tier in throughout the series. They both have incredible potential they can easily be powerful like Todorokii and Bakugo especially Kaminari, but the writers sadly don't want that.

Shoji is stronger than you think
Tenya iida the B category is wrong imo, other than shoto,izuku and bakugo, iida is the only character in class that proved himself against the strongest characters like stain and shoto and he came 3rd in the class tournament 🤷♂️
