I think the time is present. Boyd is where he is now because Julie saved him with the rope, but she does not even know it. So Julie can go back again and do something that explains to the us viewers of what happened, but Julie wont know. She doesnt know she saved Boyd, she doesnt know that she impacted the present. What if she goes back to 2 weeks, then maybe disturb her mom going though the trees, but as soon as she is out that realm/dream, then Victors father is not in fromville, there is no new police officer, and the person she killed is still alive. Julie needs to find out that she can time travel and change things, then she can go back and save everyone including those that died and even save the children, but something needs to happen for Julie to connect the dots. She just takes it like as a dream where she saw Michael and threw a rope and heard her mom talking to Victor. The writers chose to show us Julie saving Boyd for a reason. She can save them all.
I think the town only still looks like the 80’s cause victor is still alive from the 80’s cycle and with current modern cycle being here the forest is trying to compensate that’s why the trees are shifting and the seasons are changing not because they are trying to escape but because it’s fighting against itself
I think the place itself actually folds space. Julie may be a little bit more sensitive, which may be why she kept traveling. But I don’t think she’s the one who’s doing it
Here is why we have Julie and the rope. It is From's version of Lynch's "Dick Laurant is dead" from Lost Highway. It symbolises the mobious strip, because From is inside the subconscious mind and fantasy underpins reality. Everything has already happened, these main characters are just jungian archetypes of the subconscious mind that is deeply repressed and traumatised and they are navigating the depths of the mind's repressed memories in order to rediscover the circumstances that lead to the children being sacrifed in order to try and save the children and go home. Thats why memories keep changing, because repressed memories are replaced with imagination. So, time in From is irrelevant, its all aready happened and the mind is rediscovering the truth from the false memories they have.
That explains how Tillie is the older version of Julie! Time is not linear FROMVILLE and Tillie always seemed like she was all to happy when she arrived like she knew this place
What doesn’t make sense is that her body is left behind when she goes into the past yet she is able to physically do things like toss the rope. I feel like it would make more sense if she saw herself tossing the rope considering she was able to see herself being torchered

But it IS a time capsule IN Fromville cause no modern tech IN Fromville. Lets not forget Henry's computer and internet

I don't think Julie can safely time travel repeatedly. She had a pretty major seizure when she did it last time and I don't think she did it on purpose (or at all). I'm a horror channel that's has been doing this for years with other shows and movies. I predicted like 90% of Scream 6 because of how they made Scream 5 and never read a spoiler or nothing. Horror is predictable and these are also the same people that made a show very similar in Lost you don't think there won't be some rehashes?
