@5.47 Monaro Highway. Infested with sleep deprived, bad, drugged up or drunk drivers. More during the ski season but at anytime you will witness or come close to atleast one near death dangerous driver event between Cooma & Canberra. Multiple Roadside crosses all along it.
One time I drove East in the morning, fog, ski season, dickheads in expensive cars hurrying to chairlifts, no lights on, overtaking towards me. Gave them the full spotlights. Made no difference.

5:48 doesn't look like that part of Tas to me, the road markings/treatments and the deep valley on the left don't match, and the oncoming car didn't have a Tas plate, looked like ACT plate to me. My guess is northbound on Monaro Hwy from Cooma to Canberra, with that valley being the Murrumbidgee, probably around Colinton NSW.

What's with all the wrong side of the dived road shit? They can't all be confused overseas drivers.
Some people new to town can get easily confused, it happens depending upon how the lanes and enter/exits are placed.
At night it can be easy to be fooled by them if you're not aware of the layout already. Especially in cases where there's no right turn, so no gap, and the signs have gone due to a crash or vandalism.
