So I had one of these that a car lot brought. Was same code. I figured out it was the PCM. I tried to program 3 PCM and they would program and then no start. No codes. I tried like 3 or 4 different scan tools which I have used on same type of PCM in Jeep Compass/Patriot and those programmed fine. Told them to take it to dealer to have them program the PCM. THey programmed it but never changed it. Ended up going down the flagship 1 rabbit hole. New PCM from them fixed the trans issue but I then had secondary air codes and the vehicle didn't have those items. Back and forth with them and we ended up using HP tuners to turn off the secondary air codes. It took over a year to finally get fixed.

Flagship one has to be one of the worst.
I think that momentary power to the solenoid pack is a self-test mode and yes, sees a fault so stays shut down.
