The Ryzen 3100 in my test PC is only slightly more powerful than this i7 at stock, you'll definitely bottleneck the 3060Ti at 1080, maybe even 1440 a little.
I used a gtx 960 with a 11400 and was getting very good frames on low without any stuttering even if the warning said the video memory isn't enough, the game is optimized very well.

Nice, i have a very similar pc...just a bit more standard..i mean, much more standard: 3770 non K, 14gb (mixed crap) ram at 1333mhz, and a Windforce x2 960 2g, i oc-ed it to 3600mhz effective memory , and 1500mhz core clock...i think i will hit at least 60 in 1080p low...just have to get the game

Not worth it, it doesn't eliminate CPU bottlenecks with high end cards, just gets slightly higher frames
