It's very rare but yeah. Also it's because Phil Hartman was extremely savage and a great comedian that could pull it off without the higher ups pulling it off air.
EVERYBODY mocked Clinton during the Monica Lewinsky scandal, and even before and after it. SNL and Conan did it all the time. I’d say that about 50% of SNL’s material during the first half of 1998 was mocking Clinton.

Phil Hartman was excellent but this show's entire cast was very good overall and they had great synergy with each other too.

Dave Foley was a fantastic straight man for Phil Hartman.
Any Newsradio scene that involved any combination of Dave Foley, Maura Tierney, Stephen Root, and Phil Hartman was absolute solid gold.
