DETAILS:
The SDFD firefighters encountered a male this morning at approximately 6:40 a.m. with a history of fires under the freeway. He has assaulted the firefighters in the past by being aggressive, throwing rocks at them, and refusing to put his fires out.
At the first fire this morning, CHP officers escorted the firefighters down under the bridge, and the suspect put the fire out without any aggression. A second fire was reported at 8:50 am, and the firefighters stood back because the suspect was acting aggressively.
CHP officers arrived in force and tried to get the suspect to cooperate. He refused, and the officers moved in to take him into custody. He resisted, and a struggle ensued. The suspect was finally taken to the ground and was detained. The firefighters then put the fire out.
The suspect was still resisting as he was being taken up to the freeway. One CHP officer received a wound to one of his hands during the struggle. The suspect is facing several charges.

You are correct! Sacramento Co Sheriff did a year long survey where they made contact with 1000 homeless. Only two accepted free services, the rest only wanted cash.

I think that man needs real mental help and to find a way to channel that energy! Plus, I don't want this nut case and hundreds like him running around the community causing trouble. I know I'm not alone here, so how do we fix this? So often we are told, the criminals have rights. Well, what about the rights of everyone else?
One of the problems is the arguing by everyone over how to fix the problem. Massive shelters don't do much IMHO. I believe we need to put funds into re-establishing mental health hospitals/drub rehab facilities.

An actual agency made up of paid citizen volunteers with the authority to flag wrong doing? And the number one way to prevent that agency from being corrupted would be to simply give the panel the authority to review and refer cases of unlawful behavior to law enforcement.
You want to put your corner hip out in front and not just the leg to get leverage for take down, besides that, you can just simply place your feet behind the joint of calf and thigh and just slightly push heel forward, they will knee down easy and be shocked of the cool maneuver.
These CHP guys are ticket writers & accident scene controllers. They are not as well trained in the art of the take down as regular city cops are.
