Saints Row 2 - PC Stuttering Bug

- Here is Saints Row 2 (on maximum settings minus motion blur) for PC (Windows 7). Video has been resized from 1920x1200.
This is a good game but on PC it is full of bugs. Here is an example of a common problem I face. If I get into a fast vehicle and drive at speed, sometimes the game would lag very badly for no reason. Even if I slow down or get out of my car, the lag does not stop, forcing me to exit the game and reload it.
I have a good PC which can run GTA IV at maximum settings without hardly any stutter, yet this game runs poorly most of the time (even when this particular bug isn't happen). For some reason, FRAPS show the framerate of this game as 0 but I would estimate that when the game is running it's best, I am getting 40-50fps, but with this particular problem, framerates drop to around 5fps. It is common for PC users to experience stutter while they drive but how common this particualr bug is for other users, I don't know.
I find it hilarious that this game ain't well optimized as sr3 and above

The first time I played this game on pc, driving fast in a car across a bridge, the car stopped for no reason, still hoding w, didnt tap s or handbrake, driving at speed anywhere, used to make the map/textures in the radar dissapear, only the white circle remained. It works better now than it used to though, don't know why. and the online multiplayer for some reason was less buggy than solo.
For those people saying this game runs fine, you are mistaken and a quick look at the Steam and Saints Row 2 forums will verify this.
It's true that some PC's do not have as much problems as others but this is not the case of how powerful someones PC is. For example, a friends Vista machine with lower performing hardware than mine can run this game a lot better than my powerful Windows 7 PC. The game is very buggy and needs serious patching.
The game is good but for PC it's broken. My stuttering in the game isn't always that bad though (notice the start of the video was smooth?) but when it gets like that, I have to reload the game.
I still don't get why people love this game (other than the story and the fun activities). The AI is stupid, cars that chase you will magically speed up and ram you which damages your car and doesn't let you drive, the game lags on a very powerful PC which makes it impossible to drive, it has a ton of bugs, it sometimes crashes and the only way to get all/some of these problems fixed is by downloading stuff that still don't fix anything for me. AT LEAST I CAN RUN SR3 WITHOUT LAG!
It's just incredibly unoptimized on PC. Volition hired a bunch of no name losers to port the game, but they did such a shitty job that Volition finally decided to port their games on their own. I suggest getting Gentlemen of the Row to fix most of it up. If you want the vanilla experience, though, just get the console ports.

Bud just because u play the broken version of the game doesn't mean sr3 is better than 2 play the console version and you will see why sr2 is better

I ran this on my dads PC (under Vista) and it ran a lot better. I did experience the same stuttering bug however but it only happened once after approximately 7 hours of play. The game crashed a lot less under Vista too than in Windows 7.
i need help, im using windows 7 and playing saints row 2 but it goes really fast even though i didnt use any cheats (walking and running fast) Please help?

I thought my PC was bad, but it's not....
but sometimes, the lowest graphic setting could fix this...
That's what confuses me, because it ran worse on lowest settings and better on max settings
problem solved on windows 7 64bit...
I have reinstalled the windows & clean up all the dust from pc components inside the tower, especially the cpu fan & replace the thermal paste for cpu. it's DONE! :D

Hey, can u tell me how to change the caching?? I have Vista 64 bit. and it lag, just like in the vid.
Core 2 Quad @ 2.40 GHz, 4 GB RAM, GTX 460 512 MB and it runs like shit... Even GTA 4 (and EFLC) run like a charm....
Runs like crap on my super charged rig. This is officially the last time I buy console ports. I'm done.

This shit is running at 35 to 40 FPS on my i7, 16 GB RAM and a Geforce GTX 770. Absolute bullshit.
This game on PC is trash. I have stuttering issues, although not that bad. But it still ruins everything.
it happens to me to just got 8 g of ram on my laptop runs a lil better but same shit

Car handling is bad since you are on a keyboard, I have SR2 on xbox and PC, And on xbox its way easier to drive
