      It should be mandatory for them to live next to their rentals. In the Central FL area it is owned mostly by people who do not even live in this country so they don’t care.

      Disturbing the peace is a crime for which you call the cops. This law they’re talking about has nothing to do with disturbing the peace. It’s talking about how many breathing human beings can occupy a structure.

      @Nutt... Absolutely right. My point is that most of the comments I have read on this topic equates every vacationer as a college student on spring break. I do sympathize with those who have been bothered by ill mannered people. When I was a teenager we had permanent neighbors who moved in across the road from us who partied till dawn not just on weekends. We lived in the county so unfortunately we had to learn to live with it.

    Former security guard who use to work the Isla Del Sol area. By far, the biggest problems I encountered were with short term rentals. Late night partying, loud music, sneaking into locked pool/spa areas, public drunkedness, confrontational guests. 99% of the time, it was a first time, short time renter. It caused a lot of problems for the people who lived full time on the property.

      I had my car damaged by a pack of short term renters-- too lazy to take the sidewalk when they moved their crap out-- they dragged their cooler/luggage in between my car and theirs. They left a big scrape along my entire driver's side door. And just left. Mr Property Owner-- I believe my right were violated. How would like it if some trash did that that to the fancy car you drive?? I'm sure you'd just smile and say, "well they have rights too." Sure you would

      @@stevenpike7857 Lived in a place with friends that was a rented house, the next door unit was a short term rental. We had to have discussions with people about egregious behavior the like i have never seen. One story was the people deciding to sun bathe naked in the backyard screened in pool area. Who didnt understand people could see thru the screen. Then it was the people lighting off fireworks all night long.

    A residential neighborhood - not hotels. There's a reason people don't like living next to hotels and motels - random transient guests. There's a huge difference with a home owner having friends and family over and a house that is turned into an Inn catering to random transient people. Grandma isn't running a motel - he is.

      The law is about occupancy not about throwing parties. That would be under noise or other local ordinance. The analogy was correct if you are discriminating over an occupancy law. There should be no exceptions.

      Obviously you do not have neighbors like I used to, these families played loud music all night, even had a shooting or two. We lived out in the county and just had to learn to unfortunately live with it. After awhile the bad elements wound up dead or in prison. I'm not saying that is good or bad either way. Just that it happened.

      He made a false equivalency. Commercial properties (like a short term rental) is fundamentally different from a residential property and fall under different regs. It is ludicrous to call it discrimination and compare your business to someone having relatives over

      ​@@DELLRS2012 Do you even know what false equivalency is? My properties are single-family homes. No realtor, title company or county recorder is going to agree they are "like" commercial properties. If you spent a little time reading the ordinances you might actually see that there is nothing in these ordinances that would make a home being rented more or less safe than another other home. A key piece in SB280 was that any ordinance created had to be uniformly applied. That means that if a storage box outside the house is not permitted for rental homes then it's not to be permitted for full-time resident homes. Why a simple thing like a storage box? Because your friendly local Indian Rocks Beach govt has banned pool side boxes for rental homes in Indian Rocks Beach. Now tell me more about my false equivalency.

      the main difference is grandma will only do that once or twice a year... as a business they would be cramming more into the place year round, which greatly increases the chance of issues and possible danger

      @@mbarrowclough Can you make your renters CARE about the neighborhood? Can you make them be quiet at night just like the homeowners who are paying mortgage and taxes on their own property? Can you make them CARE about the quality of living in the neighborhood the same as the residents who have paid off their mortgage in full satisfaction of mortgage. Can you make your tenants stop selling drugs and bringing all sorts of bad element to the neighborhood? No you can't and you won't as long as they pay you the money.

If your belief had just a sliver of reality, Indian Rocks Beach would have a police substation for bookings and holdings.     I am about fed up with an Air BNB right next to my home. I bought this home years ago with the intentions of a nice quite neighborhood. How dare the city allow these business owners to come in and buy these houses and rent them out. Now we constantly have to keep the garage door shut, and doors locked. We never know what is going to be spending time next door. Let’s not get into sleeping at night during the work week and cars and doors slamming all night long because of in and out. For shxts sake we live on a culdesac. The best part these business owners buying these houses DO NOT live here in the state of Florida. Don’t even get me started on the pool party noise. There is no more home sweet home when you have Pinellas Paradise next door. I call all of it BS, just so the city can pocket more money. GREED OVER RESPECT!

      Totally. That is why I only offer homes to rent. In my market research, people overwhelmingly check the "strongly like" box when asked if they prefer to stay in a home vs staying in a hotel while traveling.

    (Also FL). Two neighbors down, the Owner lives there and does AB&B with her other two bedrooms. One big problem, she makes the renters park in the street, which is against the County Ordinances for Platted Subdivisions and BC of it, the USPS can’t access her, or her next door neighbors mailbox from the postal truck, same with garbage pick-up. I politely mentioned that her continual guests were creating problems and she immediately “went off” telling me it’s none of my F-ing Business. 😮, I said ok, Thanks. I can’t relate to / nor have much compassion for inconsiderate, mouthy A-holes, so I reported it to Code Enforcement. Problem Solved in less than a week.

    In Spain they are beginning to limit house rental properties because. 1 housing costs have risen dramatically,2. Local people have been removed from the area.3. Noise and overcrowding of residential areas.

      @@mbarrowclough Depends on city or county zoning laws separating commercial from residential. Most state the type of buildings allowed in residential zones like single-family dwellings, churches, schools, parks and community facilities. Usually referred to as R zones. Most businesses operating in residential zones cannot be a nuisance by excessive noise and activities that adversely impact residents. For instance most residents would not want a machine shop or gun range near a church trying to conduct worship services and if they are then those businesses can be regulated by the times they can conduct business that do not disturb church services. So businesses operating in residential zones can be severely restricted and heavily regulated. It is after all a residential zone not meant for commercial businesses that should be operating in commercial zones. A rental is still a business and not a residence and should be regulated like a business if operating in a residential zone. Conducting business from a home should not have any adverse impacts on residents in the zone as a result of that business or the result could be possible zoning penalties or charges filed by residents or both.

    If hotels weren’t so crazy expensive then Air B&Bs would be less popular. I think most people using B&Bs are probably not rowdy, but it only takes a small percentage to ruin it for everyone.

      Expense is a big thing. It's also the experience. Homes bring families together. Hotels always have separate doors that close at night.

    For years i rented a condo on Sanibel, the hoa ran the rental program. On site management is the key to control.

    Short term renters have no personal stake in a neighborhood so they don't care how much noise they make or how much damage they cause to other people's property. They just walk away and leave the problems to someone else. Homeowners have not only a financial stake, they also want to maintain a good relationship with their neighbors so they make sure they don't become a nuisance.

      Having short term renters bring the property values down for the homeowners living there. Homeowner insurance premiums go up because of damage, all pay because of a claim. I'm surprised that the insurance industry hasn't pushed for regulations.

      EXACTLY! Favorable tax laws written at the request of billion dollar REIT', corps and hedge fund managers have encouraged those same entities to buy up SF homes all across the US by the thousands to then rent them out for the cash flows. That activity alone is by far the single biggest cause of exploding rent and home purchase prices in the past 15 years across the US. There should be strict laws written, passed and enforced that prevent this type of activity in established residential neighborhoods. Almost all jurisdictions across this nation already have zoning laws that do not permit things like restaurants, convenience stores, warehouses, etc... to be developed, owned and operated in residential areas. They need to do the exact same thing with all this AIRNBN type crap because when you cut through all the BS these AIRBNB type property owners are not residents. They are investors running a perpetual hotel type rental business out of a SF home. .
      No one who buys a residential home to actually live in it wants to live next to the equivalent of a Motel 6 in the form of a SF home being perpetually rented out to paying visitors.

    These rentals in general have gotten out of hand, not just vacation rentals, I live next door to a rental. I’ve been in my home 15 years and the house next to me is a subsidized home now. There have been 4 tenants in the last 6 years. Each one worse than the last. They don’t go to work so they don’t care that you gotta work, so they are up at all hours of the day and night playing loud music with their subwoofers in their cars, they have a HUGE trash pile with rats coming out on the side of their house, they have a dog that is always barking, the lawn is now just tall weeds, and their backyard is trash and dog poop LOTS of dog poop. Code enforcement and animal control do nothing, absolutely nothing, they respond, they ticket them, but these folks don’t care, they just let the tickets pile up, animal control leaves notices, animal control even left them a brand new $200 bark collar, not once has it been put on the dog and the landlord is making money off the property meanwhile I go to work tired every day and a portion of my paycheck is taken to pay their rent to the landlord. It’s really disappointing. Rentals in general screw up neighborhoods, no pride in ownership, it drives up prices because really, who can out bid an investment company? As a result of the increased prices fewer people can realize the American dream of home ownership.

    I noticed the owner has his background blurred. I would be curious to know where he actually lives how often he actually sets foot in the rental property, and how many rental properties he owns. The problem is that owners are not individuals, they’re companies buying multiple properties with very little oversight about what’s really going on at the ground level. Good for these towns for imposing safety and neighborhood rules. People letting anyone come and go unchecked in Airbnb properties, while charging as much if not more as hotels should be faced with the same if not stricter regulations. They think they found a loophole by making ridiculous profits without having to meet the same business and safety standards a hotel would. Not to mention that this is ruining neighborhoods by buying up properties that would otherwise be available for families to live in.

    When I had a winter home in Key West the transient rentals were out of control and these weekly renters would party all night and ruined my winter months trying to relax and enjoy my home and neighbor hood. There needs to be more control over these daily, weekly and monthly rentals! This guy talks about his year around neighbor having his grandchildren over at Christmas time for a week.Give me a break, it’s once a year not week after week through out the entire winter season! Big difference! Wake up Florida!

    They just need to outright ban this stuff. Set a minimum rental duration of one month. If you need less then stay in a hotel. Don't try to police how many people are staying in a bedroom or whatever other minutia. We all know what the problem is. Take it on directly. These houses are not hotels and the neighborhoods they're in were never planned to have hotels. And unless you're someone who believes in no zoning at all then you should have no problem with banning the conversion of single family homes into hotels.

Billion dollar corps, hedge funds, REITs and wealthy individuals are making a killing off turning the US into a glorified mass SF home rent investment. Those entities and individuals have been buying up millions of SF homes all across the US to rent out for the cash flows and that activity is the single biggest cause of exploding home prices the past 15 years in the US. It's always about money and corrupt politicians catering to their wealthiest donors. You end up with what you vote for.

    My son used to live in a high rise apartment building in Brickell, paying a fortune in rental, half of the building were owned by overseas residents, so they decided to list them on Airb&b. Horrible, people were running on the halls at late hours, leaving garbage every where, the people from the apartment above brought their dog that pooped on the balcony, so they decided just wash it off, all the watery feces were dripping to my son’s balcony and into the pool. He had to move because it was out of control.

    We had airbnb homes in our neighborhood just 2 years ago, one of them was our next door neighbors. It was absolute hell. Blasting music from their car in the front yard all hours. Not to mention the one two doors down that had a renter STEAL our neighbors outdoor cat. I STILL miss kitty friend. I gave them a hard enough time they both sold their homes, now people live in them that own them.

If you learned more about the ordinances the City of Indian Rocks Beach and many others, they are equating 2 people to a bedroom as more safe than 3 or more people. I said, if it is truly about safety, then my neighbor shouldn't be permitted to stuff kids (3+) into a room as this would be unsafe. But it's not about safety and it never has been. It's about keeping what is theirs and limiting what is yours.

At $895 per night, only large groups could afford it. Ridiculous. We sold our home and moved. I couldn’t stand it. We had lived in our house for 24 years, without a problem. Until then.

    My neighbor sold his house to a short term rental, mostly Airbnb, but sometimes Vrbo. I've called the police about 50 times on this place due to loud parties the past five years. The State needs to enact strict fines for violations since these city governments are corrupt. There's a lot of money involved here and code enforcement agencies can't be trusted to enforce these rules. The police don't care since their bosses are told by city officials to do the bare minimum.

    Isn’t just about the disturbing behavior of some tourist to the neighborhood with loud music, drugs using, slamming car doors etc. (that we understand for many that’s normal vacation behavior, but for the neighborhood it’s unsettling and creates a unsaved atmosphere ) but the worse issue is that they prefer to do those type of rentals instead of yearly bc they make tripple the cash and that business model has certainly shortages in housing for locals.

    I can easily pick out home owners in my neighborhood who don't maintain their properties, set off fireworks, have parties, do things we may not agree with. There are two sides to every situation. And while there are plenty of good short term rental property owners, same as homeowners, there are plenty that are not good neighbors. Quick question. When someone agrees to rent the property, do they sign a contract? Are they agreeing to specific rules? What happens when said rules are not followed? What if a person renting decides not to leave, which set of rules do you want them to fall under? Apartment and homes have different eviction rules than a hotel.

At least realtors do bona fide credit checks and take substantial security deposits. Airbnbs just take credit cards. Sure there are always liability insurance up to a certain amount, but it is just unwise to rent out short terms especially in today’s climate of illegal migrants and various squatters…….

Online transactions are full of riffraff scam traps. And Airbnb is yet another redundant service for the mass market with much safety concerns.     Anything under a one year lease should be held to hotel/motel standards AND post a security bond for law enforcement actions above the area normal. Quiet hours should be posted and enforced. These folks in this Gig economy took a gamble and I do not care one bit if they lose money on it. Be good neighbors or sell. They are not in a commercial district and should not be allowed.

They were trying to add fees and then do inspections and cost the home owner more money. air bnb and other platforms pay the county for each rental. Pay federal taxes on gains. More in insurance for having guests. The quality of the rental has to be kept up because the "reviews" at the site. If a home has bad reviews - people won't rent it.     Decisions should be made as close to the affected communities as possible. He didn’t say the rentals couldn’t be curtailed, he just doesn’t want it decided at the state level. I agree with leaving it up to the communities instead of handing it to state legislatures.

    The way people are now I don’t blame the home owners about the only ones that could afford to rent those homes are drugs dealers which brings in trash with the trash

      That's exactly what is happening to my Florida neighborhood! Havenbrook rents their properties out to drug dealers and destroys good neighborhoods. BTW we never had any problems for over 40 years until a property management company bought a house to rent out to people who don't give a rat's rear end about our neighborhood.

    I sold out of Florida because my neighborhood turned into a mess due to short term rentals. It was horrible. Glad I left.

    It's the renters not the rental. We rent homes all the time and respect the neighborhood. It's the certain types of renters that ruin everything they touch. Drinking, drugs, fighting, loud, clowns. The only way to stop the madness is to arrest the offenders.

    Something always smells like rotten fish when a proponent for businesses compares what they are doing to generate profits in an out of zone way with something that we all expect would be reasonable for GRANNY hosting FAMILY to be doing once or twice a year over the holidays.
    PS I grew up in Largo, leaving a sister there and one in Daytona Beach shores.

    The town I live in does not allow short term rentals. However, they get away with it by telling the renters to say they are a relative of the owner. It's spring break and a bunch of kids have rented the house around the corner. It's late at night and they are blaring rap music. Fed up I called the police. The music stopped and minutes later someone screams F**k you. This is not what I want in my neighborhood.

    There need to be rules and laws, but they are better made on the local level. Some communities have different expectations and desires so a State level law on this is not a good thing. Let each community/city/county decide what is right for their citizens.

      Not for Florida. The whole state is an investment for some. Investments need more oversight and max caps. These investors are ruining homes and lives. Locals want to live in our homes and these investors are making it very difficult for most of us.

    i agree with ron on this one. transferring it from the counties to the state should not be a thing. if you want something done, get with the program and go to the town hall meeting and give your leaders much needed earfuls or get a pair of earplugs.
    begging the state to do something is asking for trouble.

    I agree their needs to be a fair resolution for both. However, gov't telling you what you can and cant do with your property or prevent someone from making a living isn't it.
    There are local ordinances in place to prevent noise and disorderly conduct. Why aren't these laws enforced. Also I think that all rental properties should have a registered contact number for complaints and there should be hefty fines for violations that can be passed down to the renters directly .

      Fully agreed! There is an enforcement problem of ordinances already in place. The City of Indian Rocks Beach already has a contact database which is public. Everyone knows about it. But many cower like the commenters here and call the Pinellas County Sheriffs office when kids are laughing outside. Cowards love to create laws and ordinances to protect them from having adult conversations.

      Exactly! If its my property that I own, i should be able to do what I want with it. There are laws for disorderly conduct and noise complaints that need to be enforced better across the board. Over regulation of property owners rights and is unamerican!

    Single-family homes should not be for rent. There are commercial districts for that. A renter and a homeowner will never see eye to eye with each other, two totally different mindsets and it's a gray area for law enforcement. Plus, before you know it companies will own all the homes and the American dream of owning a home will be impossible. it will be for rent.

      No one should be able to rent a single-family home? So you support the hotel lobby and ensuring they have complete control over the inventory so when it comes to you needing a place to stay, you pay their high fees without any alternative options.       @Myfriendvinny I think the problem is short term and weekly rentals. When I moved to a new city years ago my husband and two kids rented a house because we wanted the space and wanted to be zoned to a certain school district. I had just started a new job and didn’t want the hassle of buying a home and having to sell it if the job didn’t work out. After the first year I knew I would be with my company long term and bought a house a few miles away from the house I rented. There is a market for people who want to rent a home long term.

    I agree with the governor, this is a local issue, not a state issue. BTW, HOAs can pass restrictions on short-term rentals. Mine did and it's been for the better.

    1:57 I own rental property and I disagree with this rental property owner. It’s different if you own the home and you live in it. Rentals, long and short term, have always had laws to restrict certain things for the safety of the tenant, which in the eyes of the law, is paramount to your profits. Ask any short term rental owner, like a hotel, and see if they have issues with those restrictions. They’ll tell you the fewer people in the room, the fewer problems they have as well as the lower the cost. I think he just doesn’t like to be told what to do.

    Gatekeeping how vacationers enjoy the home they rented is absolutely insane.
    These are the same people that are hell raisers in cities like New Orleans that they enjoy while renting…. No matter where they go, they will complain about their neighbors.

    I used to work on 30A and it's an absolutely nightmare. Vacation ppl are just wild savages. You should see it on garbage day. Liquor bottles, beer bottles, rotten food spilling out into the streets. I live next to a condo complex that rents. We have had a steady stream of atl bangers. Their balcony is close to our apt's pool and its disgusting what we find in it.

    Ron vetoed the bill because he needs revenue for the state of Florida. Because he spent all the federal money to bus and fly immigrants up to the northern states. This is according to one close to Governor Ron. He also cooks his books, meaning he has two sets of financial records.

      If that were true then he would have signed the bill allowing the state to control short term rentals, by vetoing the bill it puts it in the hands of local government where the local citizens at least have a chance of fighting against these short term rentals. You may now pull both of your feet out of your mouth.
