Because they are more deeply stalled and farther away from the point of flying. The wing rocking is almost the opposite of tip stalling - one wing actually begins flying again - and in a harrier you want the wing stalled. Also, if lift is produced on one wing, the farther out on the wing the more roll force created

Design it to stall at the tip first so that any lift the wing experiences is closer to the centerline vs at the wing tip? This would cause any roll force be be minimized because the leverage arm is small. Designing a wing to tip stall doesn't sound right though either. Help me understand!!???

5:35 Here's a tip: wrap your servos with tape before glueing, makes salvaging them easier, keeps them pretty.
