Football programs like Oklahoma are completely self sufficient. The ticket sales alone bring in +$40 mil a year and that doesn't include donations. That $146 mil renovation came exclusively from wealthy donors and not the university. The excess cost of tuition goes to the pockets of bureaucrats.
