The goal of Neo-Marxism is to increase exports. Zero-rating regimes make exports competitive as there are no taxes imposed. For example shoe manufacturers in Pakistan export shoe to Kenya and government of Pakistan has a zero-rating regime for shoe makers, then the exporters will not have to pay tax to government of Pakistan for exports. As tax is a component of costs, no tax mean less cost. A product which cost less can also be sold for less making exports more attractive for foreign countries. In this way exports of Pakistan are likely to increase
