I like how in season 8 Penny explains that Ruby is able to use her semblance on others, and Ruby says she didn't know. She did it here, a whole two seasons before.

I see your point, but Ruby thought her power was straight speed. She thought she was activating her semblance and grabbing Weiss along for the ride. She didn’t realize it was ACTUALLY being used on Weiss, If that makes sense?

@@none25352 Kind of? Like, I can understand if she didn't know the "science" of how it functions, but that's not super relevant, as she was doing it before without knowing how it works. I doubt most characters in the series know exactly why/how their semblances do what they do.

Do you mean why don't they leave them activated? No clue.
I could craft a theory that by hiding the defences and weaponry, it cuts down on civilian unrest, thus lowering the threat of Grimm.
