I haven't been playing around with Unreal Engine that much but motion blur is added while rendering so if you set it up correctly (use the same shutter speed/shutter angle as the camera footage), then it shouldn't be a problem.

Just render it with a transparent background (as shown in the tutorial) and bring that into After Effects, where you place it on top of the original footage.
I haven't used deepmotion yet, I'm assuming you used it to do a motion capture and want to transfer that movement onto the 3D character. Most probably you'll need to do retargeting (transfer the motion capture to the skeleton of your 3D character). There are retargeting addons for that, I know that rokoko has a free one as well.

What if i want to make it like im recording with a phone so I want it to stay in one place not to float around with my cam?

This was a static shot, so there was no need. I just added digital camera movement in post. But I also have tutorials with camera tracking.

Fusion in DaVinci Resolve, or Blender compositor is also an option.
