On 24:38 (16th and Macdonald) after coming to a complete stop, why it waited for the light to turn green? Right turn was not prohibited!

Yes, it's not prohibited to turn right at red light in that intersection, but turning right is allowable with extra caution, depending on the situation, like left side visibility for pedestrian crossing and opposit traffic.
