I really don't trust any army officer who says that MSA reports need to stay in the chain of command. The commanders insist that the problem is that victims need to learn to trust the chain of command and that more reports means that the problem is getting solved. But they don't mention the retaliation or talk about what they're doing for the victims who've already come forward. Seems like they're just saying what we want to hear.
