I think you have an air leak somewhere in the fuel system that is allowing the fuel to back feed into the tank. I had a diesel pickup that was doing that, and a tractor that was doing it too. I wasn't really leaking any fuel, but when the motor was off over night enough air would seep into the system that I was having the same problem of slow starting until the air was pumped out.
The fuel filter is not full because it's not clogged, when it's full it needs to be changed, look at a drop in filter for the water separator, when it's filled it's clogged.

Damn fam, my 12.7 did same stupid “skip” especially idling ok a cold start. Turns out my injectors were all over the place, also replaced the fuel pump. Make sure you have a good tune/program also, that helped my performance a ton also!
Sucks unit 75 is having injector issues. Guess that means there may be a few videos with unit 95? Guess that's the good thing in having two trucks if one goes down you have the other one for a spare. Also, I like the CB on unit 75. The last video of you hauling the cat 326 excavator, I saw the CB mic when you had the camera view inside the cab.
Do a cut out test on injectors and just change out collapsed fuel line if not get baldwin fuel and water separator. What are the white ones on the truck? Also make sure you are using o ring that comes with filters sounds like sucking air
Hey brotha , I would suggest power service by diesel kleen .. get the grey bottle it’s the injector cleaner … I would start there speacilly with all this dirty diesel going on recently .
If you had debris in the tank, the inlet feeding sometimes get clot with the fuel Blows on air through the fuel line that might help it clean it up I seen it happen on a few trucks

Tuve ese problema justamente ayer, y me quede con los tanques llenos, una válvula estaba tapada, la válvula que reparte el diésel, no retornaba el diésel, chequea eso, pueda que comiences a tener ese problema. Saludos 🫡

Air leak in the lines or somewhere in the fuel system.
Try swapping the fuel return valve. Somewhere on top of motor. Had same issue on Mack MP8 engine

Hi just wondering if your fuel injector pump has a suction control valve, is so it may be faulty
try bypassing water seperator filter housing and see if that fixes it could be cracked and causing to lose prime
