I was six years old when this game came out. I'm now 24 years old and finally understanding exactly how chaotic this song is with everything it's got going on in it, like the random sound effects and amount of chord changes, while still managing to sound like a competent song and capture the feeling of being hungover without a care in the world. Everyone who worked on this game's soundtrack did genuine great work here tbh

I'm pretty sure it's supposed to sound rather goofy than happy. The reason is, well, they were "drunk" from the ice cream. Usually drunken music would be goofy and wacky like this song, wouldn't you agree?
it has some offkey notes that indicate being drunk and spongebob was drunk off the ice cream probably because he was depressed about not being elected as manager or whatever

Maybe it’s supposed to be a steamboat or something? The place this level takes place in is called in the movie “goofy goober’s ice cream party boat”. So that’s what they meant by the choo choo

Oh that's alright, it's a simple misunderstanding. The composers for this song weren't high, they were just setting the mood for the level. The song sounds goofy because they were trying to make it sound drunken, considering SpongeBob and Patrick eating all those Triple Gooberberry Sunrises.
