This one should have been upgraded to either Apollyon or Thaumiel at some point, seeing as they have no hope of containment plus the threat of a multiversal threat the Foundation cannot even perceive.

It's on of those ones where there's multiple levels to deal with. -A is most definitely more difficult, or fundamental than Keter. The Hotspots? They're just Keter.
I think 'article' designations should be whatever the highest level anomaly is, but there's a case for if a majority is X, and there's one or two Y, list it as X.
