My first thought was the Inkheart trilogy (Cornelia Funke) that I read as a kid. The main magic is more about the Readers rather than the books themselves, but I think it fits the theme. And since it's middlegrade it took the attitude that books were magic inherently. Then for my writing class we read the Eyre Affair (Jasper Fforde) and that also had going in and out of books. It has great British humour, and a lot of sequels that I've been meaning to get back to.
The Book That Wouldn't Burn by Mark Lawrence is AMAZING, definitely recommend it. Such interesting world building, the magical library is very cool. I can't wait for book 3 in the series to come out!

Another book that wasn't mentioned was Lirael by Garth Nix. And I have to put in a plug for the Young Wizards series by Diane Duane and its Wizards' Manual!

Same! That was also my first thought. I LOVED the "Inkheart"-trilogy as a kid! (Honestly, I loved Cornelia Funke's books in general.)

i just read the All Souls Trilogy earlier this year and it's the first set of novels that come to mind when i think of books about magical books

The Shadow of the Wind is also similarly meta like The Starless Sea where the book central to the story is a parallel to the main character’s life.
