We would have never got them if nintendo weren't forced to turn doki doki panic into super mario bros 2 for the US version. That was their first appearance. The super mario bros 2 japan got was absolute inexcusable lazy garbage, ZERO new enemies. It was just super mario bros 1 with harder levels, sometimes with an annoying wind gimmick that blows you back. Basically just a worse version of super mario bros 1.
Funny enough, it's stated that the Shymores (Shysters) are NOT part of the Shy Guy family of enemies as they're made by Smithy. So they're not even supposed to be here.

The super Mario Galaxy robots are actually based of octoombas, not shy guys/snifits, it doesn't makes sense for them to be based on a completely absent enemy...

I guess the reason is because they can’t figure out a use for them since they act like goombas in their first appearance.

For clarification: Snifits are Shy Guys and Megaleg / Digga-Leg are robotic Snifits, therefore they belong here.
