It's called bird dog and it guides the plane doing the drop. The planes doing drops are often coming from far away, so they cannot be up to date with the situation on the ground. The bird dog stays in the area doing surveillance and is constantly communicating with the people on the ground trying to figure where to drop next.
That is what is called a lead plane, they are talking by radio with another plane called air attack that is orbiting about 2000 feet above all of the other aircraft, air attack talkes to ground crews to see what the retardant is needed.
Those pilots fly the shit out of those planes

I still see Fed Ex MD-11s at Philly, LAX, Charlotte. At this point in time it’s the most striking commercial jet in the American domestic airspace.
