Great analysis respected Madam's but 1 error , regarding Centre - Tripura agreement , the tribal areas are hill areas of Tripura and not Hill areas of Assam.I coming from Northeast and having visited Tripura thrice and definitely confirm it. The hill areas of Tripura is called Tripura Tribal areas Autonomous Areas and the legal- political - administrative machinery administering those areas is called Tripura Tribal areas Autonomous District Council
The Assam referred here is the erstwhile Assam of the British colonial period in India, which comprised Tripura as well. In 1905, Tripura became part of the new province of Eastern Bengal and Assam and was designated as 'Hill Tippera.

The hill tippera that you are referring to is that the whole state of Tripura at that time in 1905 was called Hill Tipperah was protectorate of the British Crown . When the Maharani signed the instrument of merger , Tripura became a part c state as chief Commissiomers province.
