Tony Stark's Arc reactor was a prototype of the tesseract element just without the cosmic properties. The hulk is the result of a failed super soldier serum which Bruce just thought it was radiation protection and cell regeneration. The only other person who could have been just as worthy as Steve to become the first super soldier it would have been Peggy Carter. Agent Carter is just as kind and and willing to sacrifice for the greater good. If you didn't notice in the scene with the fake grenade Peggy was also heading towards it it's just Steve got there first. Not to mention she better trained and physically stronger. It was more due to circumstances in the time period. If you want another example you should check out the agent Carter TV series and a marvel one shot short film that features her which is Cannon to the MCU storyline.
