People in Japan bath at least once daily, in which they first wash body (and occasionally hair) clean and then enter a full bathtub which usually reused by everyone in the house because still clean to save water & power to heat it. (In some other Asian cultures they even commonly take bath 2x a day, not in tub).. That's why there's a water meter checker walk around monthly to take notes to make sure no one cheating the meters. That guy was probably suspicious of your low water meter thinking you used a cheating tool on it, before hearing your story and seeing you're a foreigner whom probably have different bathing routines. But this shows you're probably not living in an apartment, because these people usually only go around to single houses
My grandma and I have a big bucket of water, either you can sit in the bucket or have the water gently poured over you with a cup. Also, the water is never warm. If you looked at our meter, there would be no water usage for a very long time but there would be a sudden day that an tub sized amount of water was ran

You know full well, they would never do that. They just jack up the rates. All to cover the decrease in usage. You may have used less water but you are still paying the same price. Hell, in my city. The eletric company had the balls to tell people to not use high energy products during 4pm to 8pm (1600 to 2000 for you military time people). During times of not only Rush Hour is going on but also time when people go home or out to eat. Insane.

But turns out nowadays, some electric and water bills checkers uses a device like a mobile phone that he just types the house address and it will show the number of electric and water usages for them so they can print out the bill for you to pay. I'm pridefully living in Asia
