  • Flash flooding from up to 8.3" of rain in under 10 hours that fell over Scott and Rice County just South of the Twin Cities metropolitan area in Minnesota on July 13, 2013. Specifically, the areas covered are in or near Elko-New Market, Northfield and Dundas, MN.
    Includes many roads with ditch-full of running water that is washing away, a street-wide river of rushing water, and a dive and rescue boat launched to rescue a couple of homeowners trapped in their houses during the flood. One of the homes sustains unrepairable structure damage, pushing a foundation wall in and shifting the house. They have no flood insurance because it should have been needed. The railroad berm should have had a culvert installed to allow for natural flow. Instead, it invades those houses with 6-10 feet of water.
    This particular system was a near-record event in terms of precipitable water available. There was 2.39 inches of precipitable water available in the atmosphere, just 0.06 inches below the all-time record for the Twin Cities. One reason for all the moisture is the jet stream shifting overhead and the freezing level resting at about 17,000 feet as opposed to 10,000 feet normally. This is near twice the amount of cubic air that can carry significant water vapor.
    This is one of my longer videos. It could have been shortened in sections more than I did but this will allow for a more complete viewing of the conditions within the worst parts of the county.
