As a security guard who works at a ghetto ass walmart where the police barely ever respond to our calls, that clip with the shoplifters made my day
And let me guess, you are also in a place where the charges are usually dropped or no sentence given even when they do come to arrest? Why bother? That and the places that have about half as many officers as they need have to prioritize where they go. And yes, sitting beside the road watching traffic is a priority, unfortunately. More people get killed in car accidents than from theft. I'm glad I live in a small town where the local PD works well with our Walmart. They even come in and spend the last hour hanging around the store before it closes recently, because they had a lot of people coming in a walking out with stuff in that period. So they just hang out and chat with the workers and customers. Really decent bunch of cops as far as I can tell.

My most recent buddy would somehow change the music my phone was playing while I ran into a 7-Eleven or other convenience store, so I would be listening to some Zeppelin, some Blind Melon, or some other rocking tunes before I went into the store. Two or three minutes later I would come outside to hear the Bangles' "Manic Monday", or some Tears for Fears, or some other floofy 80s music, and it was a lot louder than I had left it. the mandatory 10-20 second emergency exit thing seems like a liability if there was a real emergency.. whether a fire or a shooter, people going to rush that door and injure themselves when it doesn't open and let them out and they panic even more, and may decide that it's locked and attempt to escape through another exit (back into the fire or toward where the shooter is).
Most emergency exit doors that lead outside a building utilize a fail safe lock; as soon as a fire alarm sounds power gets cut to the door, letting them unlock and be opened immediately. These types of locks have a delay during which a door alarm sounds when someone attempts to open it while there is still power leading to the door (ie, there has been no fire alert). This alarm + delay is designed to alert building occupants that either someone is tampering with the door/lock or the door/lock is faulty.
In terms of an active shooter, there's generally much better places to get to and hide instead of rushing out a side door that could potentially have additional shooters waiting for the unlucky people to burst through those doors. You should almost never attempt to escape a building through side exits if there's an active shooter. A bathroom or employee hallway is going to offer you more protection.

Its a security feature. If the fire alarm isnt going off when the door is first pushed, they lock for 20 seconds and alert security to watch the door.

Ex-fire fighter... 20 seconds is a lifetime in a fire, and the fire can double in size in roughly that same span of time.
That being said, if you're at that door and 20 seconds is what stands between you getting out that door living or not and being roasted... sorry, you are already roasted and that 20 seconds was just an illusion you created in your own brain as the fire was already there and you ran right into it.
