He has that confidence because he knows he's less likely to face any repercussions of acting that way. First of all, he's conventionally attractive, that alone makes it less likely for people to react negatively. Second, even if they do react negatively, he can easily play along and say that he's doing this for his UA-cam channel and tell them they are on Camera. That alone makes it easy for him to escape from all awkward situations
