Honestly, confidence just takes practise. You can start small. Let's say you're someone who isn't comfortable ordering food over the phone, asking out a girl seems impossible then. But you can start small and work on the ordering food thing, then maybe ask a few people for directions (even if you dont need them), strike up a tiny conversation with someone at a bus stop or whatever. Start small, work your way up. It just takes practise.
Alternatively go in balls deep and just say fuck it and ask out a bunch of girls untill you don't feel nervous anymore, but for a lot of people that just doesn't work.
I'd also advise you to join a dance group or something like that where you have physical contact with a lot of people so you get comfortable with that too
