it should be the choice of the workers and employers to decide on 10-99 or W2. Either way the government is going to get the tax money, and its really non of their business on what they decide upon.

What do we need to consider for hiring independent contractors outside the US?
Great question, Shaun. As long as the contractor is not a US person and the services are provided outside the US, no form 1099 is required and no withholding is required.

Very Important information, do i have my sub contractor fill out a 1099 before they start work or after? Do I receive their SS#, Do I receive proof of a EIN and Insurance before they start? And do I pay them immediately after they complete their job? Thank you so much!
You get a W-9 before they start work.

There's not a video I can find that shows how you would convert an independent contractor into an employee. Is there a way to do that?

What information or documentation need to require them if I pay an independent contractor ?
TurboTax would only allow independent contractors on the tax returns for the first two years. After that, it tries to default these contractors as “employees”.
