Jane might have already known it was a deliberate arsony, but he couldn't have known for sure about the murder yet, because the evidence that lead them up to that hadn't been revealed yet. He might have suspected murder, as they all did, but it wasn't until Rigsby dug up the lock that they had evidence to back their suspicions up. The scarecrow part is all Jane, though. They wouldn't have figured that one out with out him. Or at least, it would have taken them longer.
General of Armies would wear six stars. He is "merely" the equivalent of a General. But yeah, your inner point is valid - 4 stars is a bit much for a two man force. The most he should be wearing is a Major's gold oakleaf.
