I couldn't understand the episode. He was kidnapping then to rape or just kill. Earlier in the start jane said the killer had a conscience and was confused. He changed his mind and did not rape the girl. But in the last murder both are shown trying to kill the victim. The question is what was the motive. Were they just a serial killer couple or had some other motivations.

The sheriff said, "Surely, people look different when dead", and suggested that the criminal wasn't a local, most importantly crept around Grace in the same place where they suspected the kidnapping happened, but the chief was the criminal because he used too much butter?

Then they decided to try again.
They were both serial rapists and murderers. They just discovered that they enjoyed doing what they did together. A match made in hell. Kidnap a victim, assault them, then finally kill them. Perfect recipe for absolute sadists.
It's no small thing taking a life to save another and this episode captures that perfectly with the ending
