Funny thing, I was recently told that word is the most extremely vulgar beyond all others, and it was in a sexual context! To see it used so freely is such a contradiction of that, that I'm not sure what to think.
It means you shouldn't think that anything said on the internet is reflective of the real world. Twitter isn't reality, the things you see on a stream don't necessarily match up with what happens behind the scenes, the beautiful people on Instagram aren't as beautiful without makeup and filters, etc. :P Standard disclaimers for the 21st century, really.

As an Aussie, when you hear “oi c*nt”, that means one of your friends is calling you over to join them for some fun activity. When you hear “listen mate”, you are in big big trouble. C*nt is a better word for mate, literally.
Like a lot of slang in the past 10-15 years, it comes from queer/drag culture. What's cool & counter-culture gets assimilated by mainstream culture in an effort to be cool too.
I have also seen it used kind of queer/drag queen adjacent, used sort of in terms of empowerment of femininity.
I think it is meant to invoke a sense of uncomfortableness against those more conservative of what a 'lady' should be like, and those who might use the word casually against women they see as dominating or not submissive enough.
It's dumb internet slang that will be forgotten in a few years. 99% of people in the real world, including women, will think you're saying that someone is a prostitute if they hear that she's "serving c-nt", lol. It's not at ALL "mainstream". I'm terminally online and hadn't even heard of this until about a week ago. It's incredibly niche and it's immediately adjacent to common terms with very different connotations, which is a bad combination when one is trying to communicate.
