You have most likely already checked this, but it's possible the push rod from the brake pedal is out of adjustment and needs to be shortened so there is some free play between the push rod and the brake master cylinder piston. If there is no free play at the brake pedal the push rod will not allow the piston in the master cylinder to retract all the way when the brake pedal is released and allow the hydraulic pressure to release from the brake system. This effectively keeps the brakes actuated all the time even if the brake pedal isn't being depressed.
