He basically ruled Urzikstan with an iron fist, kills civilians in the belief they're terrorists and goes against his own government (Russia didnt approve or sanction his rule). Operators, like Bale, even filed a resignation to be out of his army due to civilian deaths and is ruthless enough to have Makarov idolize and follow his example against Urzikstan.

When his estate was taken over by AQ and they murder his people, he didn't go in to personally deal with them, only sending in his army. When his gas factory was attacked, he tried to flee... only for Farah to put an end to him and his warcrimes. So yeah, he's also a runner.

These villains are just really weak, like menendez makes sense he grew up during the gulf war and grew up seeing the dismantle of his country at the hands of the Americans.
