I have never done something like this but I think this is how I have done it. Render each state. First the normal start of the waterfall. Then render the water hitting the start point by duplicating it and positioning above. Lastly mix the three of them in after effects or something..

Hmmm, you could just turn the gravity to 0.1, and everything else to 0.4 and use highly precise wind/magnet forcefields. Might be easier
