you're thinking of a pngtuber, and yes, they're a thing! They just use a far cheaper png (that occasionally bobs or fades in when you talk) instead of live2d rigging, and it's considerably the step 0.5 to vtubing also yeah that image is haunting my dreams (in a good way (?))
