  • Around 7:03 PM on May 21, 2023, Sergeant Matthew Gajewski with the Union Beach Police Department was on patrol. He observed a disabled 2020 Toyota SUV with a flat tire on Shore Road in the vicinity of Morningside Avenue. He advised dispatch of a disabled vehicle and made contact with the driver, who was identified as 45-year-old Justine Meadow. As he began to interact with the driver, he noticed that her speech was slurred and he detected the odor of alcohol in the vehicle.
Justine told the officer that she was coming from Atlantic Highlands and that her vehicle had a flat tire because she hit a pothole while heading towards Middletown. Sergeant Gajewski asked her if she had consumed any alcohol, but she denied being under the influence. She also refused to provide Sergeant Gajewski with her license, registration, and insurance when he asked her to do so. Based upon his suspicion of impairment, he offered Justine an opportunity to participate in field sobriety exercises.
Sergeant Gajewski started with the Horizontal Gaze Nystagmus (HGN) test, but he was unable to complete the test because Justine refused to follow instructions. The second exercise was the Walk and Turn test. During the Walk and Turn test, Justine did not walk heel-to-toe in a straight line and failed to count her steps as instructed. The third exercise was the One Leg Stand test, and Justine began stumbling and attempted to lean on her vehicle for support. Sergeant Gajewski ended the test after 21 seconds.
Based on her slurred speech, the odor of alcohol on her person, and her inability to adequately complete the field sobriety exercises, Sergeant Gajewski placed Justine under arrest for driving under the influence. Patrolman Matthew Olivo arrived on scene to assist around this time. Sergeant Gajewski was ultimately able to retrieve her license, registration and insurance after placing Justine in the patrol car. Her vehicle was impounded for a mandatory 12-hour hold under John’s Law. Sergeant Gajewski subsequently transported Justine to the Union Beach Police Department for processing.
At police HQ, Justine was read the Standard Statement for Motor Vehicle Operators agreed to submit breath samples. After multiple attempts, her Alcotest results indicated a BAC of 0.332%, which is more than four times the legal limit! After Justine was processed, she was released to a responsible party pending her court appearance after they signed the Potential Liability Warning form on her behalf. Sergeant Gajewski issued her the following summonses: Operating under the influence, reckless driving, careless driving, and leaving the scene of an accident

A drunk driver ruined my life. I’ve lived in constant pain for over 30 years. I’ve had over thirty surgeries with more to come. I was unable to be a good father to my young children due to my disabilities. I lost my home, I lost my career. I live at the poverty level.
I have zero compassion for these drunks that eventually ruin lives one way or another.
Four times the legal limit, go to jail and stay there. She made a poor decision and she needs to pay for it. Given that she can stand reasonably well while wasted, is a clear indicator that she’s a habitual drunkard and has years of experience drinking and trying to function.
There are NO excuses for that lifestyle she’s chosen.

As a retired RN, I was stunned because when we received people with this high of a blood alcohol they were usually passed out. During the initial conversation it was clear that she was drunk but not this drunk. The fact that she is conscious would indicate to medical personnel that she is a very frequent drinker. She's still clearly impaired but functionional is weird, she must have put a lot away on a daily basis.

After the first night I had her dispatch phone number and her name. When I had been drinking I'd call for her and waited until she was free. She told me what her days off were so I stayed home those nights. She saved my life and the life of others. It's been 37 years but I think of her every day.

I was thinking the same thing -was expecting her to revert to the frequently seen toddler tantrum screaming anti-police outburst, but she behaved quite decently for being completely shitfaced.
She reminds me of a suburban closet drinker who downs a couple of those little airline bottles, or a couple of swigs of vodka in the morning to get “right”, and another in the afternoon. I’d call it almost “medicinal” use, to cope with issues one sometimes has in life. It’s such normal part of the routine, she doesn’t feel her impairment.
Anecdotally - we live at the top of a hill entering a wealthy subdivision. My corner yard becomes littered weekly with little airline bottles from what I assume to be “day use” drinkers, pitching the evidence out of their cars before arriving home. (Vodka, gin and sometimes scotch, not fireball or the other sweetened ones popular with the younger set, but it could definitely include them.)
You know, to each his own medicine, but please, if this is you - do what you have to do, but don’t get behind the wheel while doing it.
And throw the bottles in your trash, f*cktards..

At a 0.332% blood alcohol level, most people would be unconscious. This woman clearly has built up a huge tolerance for alcohol over a long period of time. If she were to just stop drinking, she would go through the delirium tremens and probably have a fatal seizure. What she needs is a medically supervised detox followed by a long period of rehab. And during that time, she needs to be nowhere near the controls of a motor vehicle. The way she is now, she is not really living her life; she is just existing from day to day.

A lot of people don’t know what DT’s actually stand for, most people think ‘detox”. You’re correct, if she’s a around the clock drinker for any amount of time she can’t just be thrown in a cell and forced to quit, it could easily kill her. A lot of people are heartless and say that’s what she deserves but it absolutely is not what anyone deserves, addict or not. If you’ve witnessed it first hand (for me my mom) you wouldn’t wish it on anyone as you seem to know. Sadly rehab is not much more than another money grab by the medical community, the resources offered are a joke. You’d get more out of one week of AA meetings than a month of rehab classes taught by recent graduates with no life experience.

"The way she is now, she is not really living her life; she is just existing from day to day" is maybe off a bit, it could be that from influences and events we have no knowledge of, she gets to live her life and not just exist, because she's escaping something with alcohol excess. Either way, it's sad.

Judges in these states just won't do much. Oh, maybe community service, maybe a drunk driving "program" what ever that is, Maybe probation for a year or two. But no jail time until they kill someone. No different than A holes that play on their phones while driving. Anybody that does so should receive the same arrest and penalties and a DWI.

I've seen much drunker looking people at under 0.16% BAC. This is insane how she can still walk (and fairly well at that) with such high intoxication level.

I know, I guess this is like blackout drunk. Her body is sort of an automatic pilot.
At 7:45 she's walking like a zombie, almost looked like she was just giving keep going.

Being that drunk, I'd stay home and enjoy the buzz, instead of "driving it off".

You know you have an alcohol issue, when officers cannot tell if you are the same person as the photo on your driving license. This woman was one of the most drunk i have seen on many of these videos. Thank goodness the officers got her.

This woman has a serious alcohol problem. I have a family member that was unconscious and taken to the hospital with a .32. This woman is still somewhat coherent with a higher BAL and lower body weight than he had. That is scary.
