When we rent a campground space, we expect a clean environment, wash rooms that are kept tidy and work, we expect quiet hours for sleeping, etc, etc. Why should homeless camps not have rules? Are they above rules and a sense of order? I have been supportive of the efforts to get the homelessness off of the streets into a healthy environment. Finally, here’s an opportunity to help with this camp site and people don’t want the assistance due to the camp rules? If taxes and private donations are in play here to establish a good environment for the homeless, then the homeless have to pay homage to the efforts being put in place so that people can climb out of this homeless epidemic. If people choose to not participate due to some rules, then they only increase the problem.

Expecting people who basically live in a tin can to park it in the middle of an asphalt parking lot with the sun screaming down ,without a tree anywhere for shade is just torture , you would basically cook and die of heat stroke and heat exhaustion inside those RV's . Also homeless people arent some kind of all the same cookie cutter people , some have addiction issues , many have mental health issues , many are VET's with PTSD etc do you really think you can just take 100 or so people like that and plop them in the middle of a parking lot parked 12 inches apart and that everything will just be peachy ? They also probably have a no pets rule and many of them do have pets . Many of these fenced places also have gates that are locked at say 9-10 pm and no one can come in or go out until the gates are unlocked in the morning , that is jail-like . People think that just because you are homeless you must be a dirty steal drug addict and you must have become homeless because you're a loser and you dont deserve any respect or dignity or privacy or consideration or that you should have a say or an opinion , just keep your mouth shut , stay out of sight behind this tarped fenced in parking lot and be thankful for whatever scraps get tossed your way over the fence . They are still ALL people , they are human beings , they feel , they laugh, they cry .they bleed .they hurt . they have good days and bad days , they have wants and needs , and hopes and dreams , they are people , not garbage to be walked on and discarded . smdh

However, it should be expected that those who are running the city of Portland should be stepping up and doing what the druggies can't do or won't do. This is why I fight for my neighborhood. Every few months there are attempts to convert my neighborhood into a campground. I call out businesses that allow the loitering, drinking and drug use.
But what can the businesses do? Yesterday, my husband was in a convenience store when a zombie walked in (not typical where we live) and announced he was going to the restroom. The lady clerk said, "that's fine sir but I already told you that you have to put your shirt on." "Man, I don't want to." "Sir, you'll have to put your shirt on." He did but then my husband didn't want to leave because the zombie walked over to her saying, "There, it's on, you got $4?" "No sir." "You aint got $4 for me!? Man, I don't know what it is today, something's off today. I'm not feeling myself today." My husband is armed and took that last remark as a threat to her and didn't want to leave until the zombie was at least in the bathroom. This isn't typical where we live, would the police have come if she called? Maybe, but what could they do to him? What was the crime? Imagine how much harder it is for business owners and employees to deal with this in west coast cities? The business owners can't afford security and even paid security has no authority to get rid of them.

Most counties have regulations on parking trailers on public streets, so it is about time that they enforce them. I get that people want to help them, but they are destroying the city. This is it - - right here! IT IS NOT OK to park an RV indefinitely on a public street where cars need to travel, people on bikes need to ride and people cannot even SEE around the corner to look for traffic because there's a great big RV in the way. We live in SE - specifically, Mt Scott-Arleta (if you're in PDX you know!. We love this city where we moved from the Midwest several years ago to be near our only grandchild. We've had RV's in our neighborhood - - - many if not most are involved in very public drug sales and use. Loads of garbage & human waste. Vicious dogs. How is this OK? We worked hard our whole lives - - we don't have a lot but what we DO have in retirement we put into our home. So this is not fair. The folks living in RVs and on the streets in general say they don't want to take advantage of offers of a place to go because of the "rules" - it's like a "jail". Well, everyone has to abide by rules in order to maintain a civil society...
Rules and regulations only apply to people with a checking account. Everyone else is a non-revenue arrest / citation that will cost the city a lot more than the fine.

Thats the heart of the problem. I don't think you understand. I dated a girl in high school whose parents left her in my state homeless and moved away. We were both only 16. We got her into a program. But it was ran by a church. And it was religious just like salvation army is. They forced their religion down their throat and they rejected people for religious reasons. The rules at this park are not normal. Their far beyond the rules we have to follow as a normal citizens.
Even if you buy your house or rent an apartment there are basic rules you have to follow. That shouldn’t be an excuse that they want everyone on the same page and peacefulness for your neighbors.

So, the truth finally comes out: There are too many rules at the RV encampment place, and we don't wanna follow any rules. We wanna do what we damn well please, when we damn well please, and nobody should tell us what to do. Who the hell do these people think they are?? I'm in the RV park ran by the Salvation Army. There's not all the rules and your RV doesn't need to be fully functional nor do you need a license. They've even offered to help fix a problem with someones trailer after they were in. All the rules have been changed a bit. You do not need a title, just be able to give your V.I.N. to show it's not stolen
I'm glad you posted this. These complainers in the video are just making excuses because they have a drug problem, or other illegal problems that they are not willing to give up in order to have a safe place to live. I would have thought that they (like you) would see this as a real lifeline, grab on to it, and use it as a chance to catch their breath, sleep in a safe place every night, and start to get their life back together.

"No one wants to be told what to do". Give me a break. That's codespeak for, "You can't bring in drugs, you can't meet dealers in here, no prostitutes allowed, you have to keep your RV and the space surrounding it clean, and put out your own trash on a regular schedule". When somebody is offering you a safe place to park and live, nobody says "no" unless they don't really want to get clean and get themselves off the street.

I feel like it gets overlooked when talking about people living in those RVs that they are people who have zero interest in being apart of society. The only thing that seems to matter to them is being able to slowly kill themselves with their substance of choice. We need to criminalize drug use again. Its the only way we can force people to get clean (even if its temporary).
AGREED - there is a growing group of people who appear unwilling to be part of our society. What will we do about them? And I fear many have been so brain-damaged by the hard drugs (fent, esp) on our streets that they may not be recoverable. That's a big problem. They look and act like zombies and it's terrifying. I don't wanna is not a good reason to live on the street in a slum with no electricity and no running water. I'm sure the home owners that live near by and have to negotiate their mess everyday follow rules. I think the longer people live on the streets the more feral they become. I literally live right across the street from the new homeless RV park. They are always playing loud music. and taking most of the street with their regular cars. because the city didn't think about adding car parking not to mention that we are still surrounded by homeless RV's and camps. They keep clearing 33rd on the eastside of the road but never the other side. every time I drive home from work I have to worry about not hitting someone or something. All hear is we are going to clear them but nothing happens. Yes, I feel for the people on the street but there is a limit to how much sympathy one can have if they don't take the initiative to change their own lives.

I would like to know where the homeless get these RVs. Who is responsible for handing out vehicles without titles and license plates? I think someone should be going after them and fining them.
They probably by these vehicles for 500 dollars or less and never put the title in their name. They also don’t get them inspected. Drugs are more important than getting a vehicle legal.
Here in Eugene (Screwgene) about 120 miles south of Portland, we have the Eugene Mission. They offer shelter, food, an alcohol and drug treatment program that works, job training, help with finding a job, and they help you to find permanent housing when you complete the program. They have a waitlist for the program and the tells us that some of the homeless here are trying to improve the quality of their lives, and that's GREAT! BUT, the vast majority of the homeless in this town refuse to go to the mission because of the rules that they would have to abide by, but also because the mission requires you to listen to some gospel every day while you are there participating in the treatment plan.
How dare anyone excpect these people yonhavevto follow rules. Evryone who is somewhat successful in life and has options follows rules and has some sort of discipline in their life.

Okay, explain to me how these RV's are at the side of the road in the 1st place if they don't run, and how do the owners (supposedly) drive them or purchase them without a license? Does someone tow them there? In Minnesota these would be impounded for all the infractions.
Getting a job could not be easier now. If your not working,It's because you don't want to. They should ask what can I do to live in one of these areas. I suggest you clean up the mess you made.
I like what San Francisco does. They take care of this issue while cleaning up the streets and I think it works great. SF does weekly street sweeping to clean up the streets. Different sections of town will have one night/morning of the week that you are not allowed to park your vehicle on the street because of Street Sweeping. If you are parked in that area you are towed. There are clearly marked signs delegating what nights what streets get cleaned so there is no excuse for a vehicle to be on that street at that time. For those saying but what about the people who live there, usually only one side of the street is done during a night. I lived out of a vehicle for 2 years and spent some time down in the SF area at that time. It was honestly a really nice way of doing it. It kept people moving along and not hunkering down for month on end and it cleaned up the streets.

If anyone thinks they are living with out rules they are mistaken and the rules that have been relaxed due covid and a general understanding by some for the homeless are about to be enforced along with some new rules. I think this will weed out the people who are really down on their luck and are trying to get back on their feet versus the drug addicts that choose crime. I don't know all the rules, but I hope they plan on some mental health services and requirements to complete those services for those who need it, not all will, but maybe they can get involved and help. I understand there is all types of homeless and reasons they are there. I just feel like the medical issues and the "I lost my job or rent got to expensive" folks make up a way smaller portion of the population then those that choose to live homeless, lawless, and feed their drug habit. Now lets talk about the housing cost in this area and how homes/housing is considered a commodity or luxury instead of a necessity like food and water. When a person that makes 110K a year is living paycheck to paycheck due to soaring rent prices and can not afford to buy into a home there is an issue, how do you expect the people starting off again on the streets to do it? The roads are to kept from shoulder to shoulder for driving cars. This is a safety issue with all of this debris on the side of the road. Why all of the clutter?
When you feed stray animals you incentivize them to hang around your home and to not hunt for themselves. Many of these people don't want get off the street. If they did they would follow the rules and take the assistance offered. Most refuse to. Until the state gets tough with them - nothing will improve. We all know this. Bleeding hearts only make it worse.
I met a woman once who did not complete her high school degree because "they wernt teaching me nothin". Dude expecting OTHERS to follow through reminded me of her.
I don't drink, smoke, don't do drugs, and wouldn't even consider moving into that hot pavement park where they'd probably tell you after a month, your plates or license are expired, or it deems junky or unfit, then confinscate the rv so now have no where to go
I do support this RV site. As it is a better solution to RV homelessness than forced shelters are. I don't want to ask people to do things that I myself wouldn't. And if I found myself homeless, I would much rather live in an RV over a shelter. An RV gives better privacy, personal security, and dignity than a shelter. Shelters are often times not great places to be, they are often just rows and rows of bunks with little privacy. There are often times drugs, bedbugs, and violence in shelters.

Imagine how much harder it is for business owners and employees to deal with this in west coast cities? If people are unwilling to take help, that’s fine, but you can not park RVs on the public street. Most counties have regulations on parking trailers on public streets, so it is about time that they enforce them. I get that people want to help them, but they are destroying the city. At what point does the city start enforcing the rules everyone else has to live by.

This is it - - right here! IT IS NOT OK to park an RV indefinitely on a public street where cars need to travel, people on bikes need to ride and people cannot even SEE around the corner to look for traffic because there's a great big RV in the way. We live in SE - specifically, Mt Scott-Arleta (if you're in PDX you know!. We love this city where we moved from the Midwest several years ago to be near our only grandchild. We've had RV's in our neighborhood - - - many if not most are involved in very public drug sales and use. Loads of garbage & human waste. Vicious dogs. How is this OK? We worked hard our whole lives - - we don't have a lot but what we DO have in retirement we put into our home. So this is not fair. The folks living in RVs and on the streets in general say they don't want to take advantage of offers of a place to go because of the "rules" - it's like a "jail". Well, everyone has to abide by rules in order to maintain a civil society...

Rules and regulations only apply to people with a checking account. Everyone else is a non-revenue arrest / citation that will cost the city a lot more than the fine.

We were both only 16.
We got her into a program. But it was ran by a church. And it was religious just like salvation army is.
They forced their religion down their throat and they rejected people for religious reasons. The rules at this park are not normal. Their far beyond the rules we have to follow as a normal citizens.

I'm in the RV park ran by the Salvation Army. There's not all the rules and your RV doesn't need to be fully functional nor do you need a license. They've even offered to help fix a problem with someones trailer after they were in. All the rules have been changed a bit. You do not need a title, just be able to give your V.I.N. to show it's not stolen
I'm glad you posted this. These complainers in the video are just making excuses because they have a drug problem, or other illegal problems that they are not willing to give up in order to have a safe place to live. I would have thought that they (like you) would see this as a real lifeline, grab on to it, and use it as a chance to catch their breath, sleep in a safe place every night, and start to get their life back together.

That's codespeak for, "You can't bring in drugs, you can't meet dealers in here, no prostitutes allowed, you have to keep your RV and the space surrounding it clean, and put out your own trash on a regular schedule". I feel like it gets overlooked when talking about people living in those RVs that they are people who have zero interest in being apart of society. The only thing that seems to matter to them is being able to slowly kill themselves with their substance of choice. We need to criminalize drug use again. Its the only way we can force people to get clean (even if its temporary).
AGREED - there is a growing group of people who appear unwilling to be part of our society. What will we do about them? And I fear many have been so brain-damaged by the hard drugs (fent, esp) on our streets that they may not be recoverable. That's a big problem. They look and act like zombies and it's terrifying. They seem beyond help in many cases.

I don't wanna is not a good reason to live on the street in a slum with no electricity and no running water. I'm sure the home owners that live near by and have to negotiate their mess everyday follow rules. I think the longer people live on the streets the more feral they become. At what point do they all become lost causes? Offer them a spot, they don't wanna, tow the RV.

Well at least the lady admitted it outright: they don't want to live by any rules. If you want a "no rules" existence you're gonna get out of populated areas. I'd like to see homeless people get the help they need....the ones who want help and will accept it and who will agree that society has rules that we must live by. Medical and mental treatment, drug rehab, shelter, etc. But I can't easily tolerate people who live a "no rules" life on our city streets
They need to all be rounded up and taken to tent camps 100 miles from the city in the middle of nowhere where they can live exactly like they want to - high and free from all rules.
I agree with you put that's not always the case the system benefits of the homeless if they help a homeless person get fully functional in stable back into society they lose profits from it so sometimes it's just best to do it yourself.

There are rules in life. These people are where they are most of them because they just want to do whatever they want, drug, drink, not try to get a job. Most of them just want to live off government doing nothing with their life.
After years of boo-hoo'ing about a lack of help, they finally said the quiet part out loud. "We don't want to follow the qualifying rules that are necessary to receive the help."
Also, I have a few questions that were obviously avoided:
-If the trailers and RVs don't work, how did they get there in the first place?
-Who makes the determination of what is "abandoned?"
-If the vehicles are found to be unlawfully possessed, why are these people not being charged with felonies?
And as for the "church" man, he is either terribly lonely, or nobody ever taught him the difference between kindness and enabling. Sir, you are NOT helping these people.

It seems that the people that don't want to move there don't want to go by the rules.
This is what I keep hearing about the homeless shelters. The shelters have rules, including things not not shooting up drugs. And the people they are meant to serve aren't about to follow those rules. No sympathy.
No one wants to follow rules, like most likely no trash, keep your area clean, limits to how much stuff you can have, no drugs. Most likely one of the reasons people are living like they are, is because the will not follow rules.
Once again they failed us. What good is it, if no one who really needs it, can access it? Good grief.

I literally live right across the street from the new homeless RV park. They are always playing loud music. and taking most of the street with their regular cars. because the city didn't think about adding car parking not to mention that we are still surrounded by homeless RV's and camps. They keep clearing 33rd on the eastside of the road but never the other side. every time I drive home from work I have to worry about not hitting someone or something. All hear is we are going to clear them but nothing happens. Yes, I feel for the people on the street but there is a limit to how much sympathy one can have if they don't take the initiative to change their own lives.
They are too used to everyone around them letting them break the rules, they don't want rules for themselves.

We own a motorhome and when we go and stay at a motorhome park there are rules and we pay to abide by them!

I would like to know where the homeless get these RVs. Who is responsible for handing out vehicles without titles and license plates? I think someone should be going after them and fining them.
They probably by these vehicles for 500 dollars or less and never put the title in their name. They also don’t get them inspected. Drugs are more important than getting a vehicle legal.

Here in Eugene (Screwgene) about 120 miles south of Portland, we have the Eugene Mission. They offer shelter, food, an alcohol and drug treatment program that works, job training, help with finding a job, and they help you to find permanent housing when you complete the program. They have a waitlist for the program and the tells us that some of the homeless here are trying to improve the quality of their lives, and that's GREAT! BUT, the vast majority of the homeless in this town refuse to go to the mission because of the rules that they would have to abide by, but also because the mission requires you to listen to some gospel every day while you are there participating in the treatment plan.

I like what San Francisco does. They take care of this issue while cleaning up the streets and I think it works great.
SF does weekly street sweeping to clean up the streets. Different sections of town will have one night/morning of the week that you are not allowed to park your vehicle on the street because of Street Sweeping. If you are parked in that area you are towed. There are clearly marked signs delegating what nights what streets get cleaned so there is no excuse for a vehicle to be on that street at that time.
For those saying but what about the people who live there, usually only one side of the street is done during a night.
I lived out of a vehicle for 2 years and spent some time down in the SF area at that time. It was honestly a really nice way of doing it. It kept people moving along and not hunkering down for month on end and it cleaned up the streets.

Society has rules. If anyone thinks they are living with out rules they are mistaken and the rules that have been relaxed due covid and a general understanding by some for the homeless are about to be enforced along with some new rules. I think this will weed out the people who are really down on their luck and are trying to get back on their feet versus the drug addicts that choose crime. I don't know all the rules, but I hope they plan on some mental health services and requirements to complete those services for those who need it, not all will, but maybe they can get involved and help. I understand there is all types of homeless and reasons they are there. I just feel like the medical issues and the "I lost my job or rent got to expensive" folks make up a way smaller portion of the population then those that choose to live homeless, lawless, and feed their drug habit. Now lets talk about the housing cost in this area and how homes/housing is considered a commodity or luxury instead of a necessity like food and water. When a person that makes 110K a year is living paycheck to paycheck due to soaring rent prices and can not afford to buy into a home there is an issue, how do you expect the people starting off again on the streets to do it? I'll leave it there.

Yes, it's a controlled environment with rules. Society is full of rules that the rest of us have to live by. That's the issue. Many don't want absolute freedom while mooching on society and those of us who have to work for a living and pay taxes have lost sympathy for these folks. Sadly, if you help the homeless, you get more homeless.
The roads are to kept from shoulder to shoulder for driving cars. This is a safety issue with all of this debris on the side of the road. Why all of the clutter?

I do support this RV site. As it is a better solution to RV homelessness than forced shelters are. I don't want to ask people to do things that I myself wouldn't. And if I found myself homeless, I would much rather live in an RV over a shelter. An RV gives better privacy, personal security, and dignity than a shelter. Shelters are often times not great places to be, they are often just rows and rows of bunks with little privacy. There are often times drugs, bedbugs, and violence in shelters.
