I'm from Uruguay, and, frankly, I'm confused on my country's stance on the subject. I don't know anything about the Kosovo independence issue, and I had read somewhere that Uruguay was on the list of countries that didn't recognize Kosovo's independence, but that wording of "strongly opposes" is what I don't get. Why such distinction? Why not just "doesn't recognize" or whatever? It's kinda baffling to me (again, since I know nothing about the issue, I could more than likely be missing something).

And Abkhazia declared independence in 1991

That was basically a failed referendum because they re-did again in 2008 and then they've got international recognition. They didn't declare independence until 2008.
