Although we are not using any remarketing list but still get flagged by Health in Personalized Advertising policy in our standard search campaigns. Could you please explain about why we get this alert?

in that case would Video ads be a good option to convert by telling a story through video ads?
as the reach may be limited why not use whatever we can in those cases where the reach gets limited by Google ads policies?
