I know this is weird me commenting on this seeing as it’s a year old, but my rogue has had a 99% chance to steal on basically everything I’ve stolen. IG2 on a yoshitsuna and my super robo suit. Also 99% chance on Baal. Did you level a fresh rogue? I leveled a ronin till it had 255 sword mastery and then transmigrated her into my rogue. Then leveled till she got her weapon mastery back up and transmigrated into a space pirate.
Yes, and this is usually the way I get a thief/rogue leveled up faster. I tend to use Majin instead, though the idea is exactly the same. At level 5400, you will have a 99% chance to steal from anything with a rogue at any tier.
