This absolutely solved my issue and made me feel stupid. I had a single standalone mod manually installed and couldn't for the life of me make it work with patch 7, even when I did a fresh install and wiped saves. All my other buddies went to truly nuclear route and did a complete PC wipe and reinstall, so this guy saved me a ton of time and heartache. GG gamer.

I'd go with the Mods folder, though deleting both may be appropriate for a clean install. The Local Mods folder may be a temporary directory. You could rename the Local Mods folder to something like "TMP" to prevent the game from reading it to see if it is necessary or not.

Thanks for the great video, patch 7 broke my game tampering with my old modlist just made it worse.
