You could also try Richters Herbs for plugs and plants. Plugs can be potted up into larger and larger containers until they go in the ground.

I bet there are varieties that might do okay if you cover it in the winter.
English varieties are grown in the Russian Steppes so they can take minus 40 no problem :)
Good drainage and full sun are also important. We've been growing it here in Maine - zone 4B/5 for 9 years.
