Lex Luger's WWF run was basically Hulk Hogan 2.0, an all American body builder who can body slam Giants. It was actually a good thing he didn't win the WWF title. He wasn't great on the mic at the time, he didn't really have any great storylines besides being an all American body builder who can body slam Giants. When he went to WCW he found his footing as the total package, he was great on the mic & had great feuds like being in NWO wolfpack. He was a world champion in WCW & since he won the WHC (the big Gold belt) WWE bought WCW he's technically recognized as a WHC in WWE as a former WCW champion. I like Lex Especially in WCW but his WWF run was a cheap knock off of hulk hogan & he never had anything memorable in WWF besides his rivalry with Yokozuna & briefly Bret Hart because america vs Canada. Lex Luger killed his own WWF World Championship push by whining and complaining about traveling by bus during his Made In The USA angle. On several occasions, Lex actually got on a plane and left the bus behind and the driver had to take the bus across the country to catch up with Lex. The only reason that Lex was able to work at WCW within 2 weeks of leaving the WWF is because Vince didn't have a non-compete clause in Lex's contract. Some time after Lex left the WWF is when Vince's lawyers began putting 6-month non-competes into the contracts of the talent they hired. So, Lex was one of the last wrestlers to benefit from not having that restriction in his WWF contract.
It's odd that he choose to leave, considering Bischoff didn't want him back in WCW and supposedly gave him a lowball contract offer expecting him to turn it down. WWE would've have probably done something with him again sooner or later after dropping the USA gimmick.
