They aren't a collective, but the Bishops for example, are a huge reason that corruption exists in the NCR and are worth mentioning. New Reno is interesting too, because while it technically exists in NCR territory, it is an independent city-state and not part of the NCR as a whole. Also, the Followers of the Apocalypse are worth a mention as they are also one of the few objectively good factions in the entire series. They helped the Vault Dweller to stop the Children of the Cathedral. Also, on the east coast, Talon Company and the Gunners are worth a mention. Yeah, they are basically glorified raiders, but Talon Company is involved in a lot in D.C. and honestly it's heavily hinted that the Enclave are funding them. On the other hand, the Gunners actually do function a bit more like mercenaries and there are a few non-hostile Gunners. Also one of the few factions that has vertibirds outside of the Brotherhood of Steel and Enclave. That's certainly worth a mention.
