Onions do start 'falling over' when they are setting, but you can't prevent it that way, it happens due to day length and when you planted the onion, by set or seed or small bulb, and the type of onion you have. At this point what's going to allow your onions to get large is to pull the weeds, and start fertilizing, if you haven't already, and lots of sun and water.
